Is the a way to stop phpBB from trying to send out forum mail when you add someone a usergroup or something? I don't have a mail server setup (and I don't plan to) so its kinda pointless for phpBB to keep sending me error messages about how the e-mail server isn't working!

or better yet, how can I setup phpBB to use a e-mail address (like from g-mail)?

but this is a paid service - and its not even avaible yet from what I can tell.

is there a way to disable mail??

go through every file and comment out the mail() functions.
