Windows 7 WinRE accessible on dual & multi boot F8

Selecting the Windows 7 boot menu item and then pressing F8 gives one access to the "Advanced Options" boot menu as is the case in most recent Windows operating systems. Windows 7 however includes as the default entry the Windows Recovery Environment or WinRE.

"Repair Your Computer" which in Windows Vista was only available by booting to the Vista installation DVD, is now accessible from the boot menu in any configuration of single, dual or multi booting the OS. This is Recovery Environment w/o the DVD?
