I have to run it as administrator on Vista Beta 2 build 5384.

Hi Vester, and welcome to PROnetworks.

Running as Administrator is not considered a bug, as there is no way to access the BCD store in Vista without Admin permissions, even running bcdedit from a command prompt requires that the command prompt be opened with Admin Access. This is due to Vista's UAC.

No need, just right click, go down to properties, under Compatiablity just run as Admin.
