There is an app for android call camera through wallpaper, does anyone know if there is the same thing for windows or how to create one ?

Not in current versions of Windows AFAIK ; but android apps will work in Windows 8, if you install the right app to let you use them.
It's conceivably possible with Windows Vista Ultimate Edition, which has a moving desktop feature as an Ultimate Extra ; but I'd doubt that anyone will have worked on such an app for such an unloved Windows version.
