This operation has been canceled due to restrictions...
After moving all my (1.5 yo W7 install) folders & files over to a new Windows 7 (reserve) partition I began using it & found that I needed "Adobe Flash Player" (AFP) installed to check-out the SurfLine live HD cams. I used the link there & installed AFP. To my surprise it also installed Google Chrome & Google Toolbar for IE

I went to W7 control pnl>uninstall a program & removed both.
So after that whenever I would ctrl+click a link in MS Word, Excel I'd get this popup:
This operation has been canceled due to restrictions in effect on this computer. Please contact your system administrator.
I googled the subject phrase & found several recommendations, incl reinstall GC & GTb

I drilled & drilled & found one that appealed to me: "Microsoft Fix it 50388" (for outlook).
That did the trick; I'm good-to-go again w/ one more little annoyance fixed.
I didn't want to have several browsers installed especially since that requires more updating & malware targets.
The new install speed is great.

I installed Windows 8 on the old Windows 7 partition today.
Thankfully it doesn't require Adobe Flash to be installed for SurfLine to work.
The Flash Add-on in Windows 8 IE10 is a 3rd Party Flash Component that is included w/ the OS install
