Well folks i am really beginning to tear my hair out .
I have tried so many combinations and nothing seems to let the beast boot, i am now at a screen where it loaded but then gave message Disk boot failure - insert disk and press enter.
When i do that it just ends up back at the same screen.

I suggest just plugging in the basics...one HDD and your DVD drive with the HDD as the Master and the DVD as Slave (check the jumpers on the back of the HDD and DVD drives are set correctly), and then set the DVD as the first boot device and the HDD as the second in the BIOS. Also, disable booting from other devices.

Since these are IDE drives have you checked them to make sure that one is set to master and one to slave since they are on one IDE controller, there is a set of pins/jumpers on the back of the HD

OK i re-loaded it with another disk drive and this time i get error loading operating system

Have you tried a different installation CD/DVD for example if you've been booting with the XP setup disc in the DVD drive, try booting with the Vista setup disc in the DVD drive. If neither will boot then you eliminate CD/DVD disc error and you know something is wrong with the DVD drive configuration.
In the BIOS are you able to see both the HDD and the DVD drive?

I have now tried XP ,Vista and Ubuntu none of them get past the screen Boot disk failure.
