Should I stay with MS Frontpage 2003 or get MS Expressions.

Honestly, I'd drop Frontpage and MS completely. I took years to do it, after being told by everyone I should, but I have finally gone to Adobe's (formerly Macromedia) Dreamweaver, and I'll never look back.
If you need training, let me know and I can help with a link.

Dreamweaver. I just finished the DW 8 tutorial and it was fantastic. They also have a tutorial for the CS3 version which is brand new.

Define basic.
Easy isn't as important as correct. DW codes better (literally) than anything else I've seen or experienced. FP puts in a lot of it's own code... which works fine in IE most of the time, but it looks really bad in FF. Chances are you've run across such sites.
I was very intimidated by Dreamweaver at first, and sometimes I still am. It's certainly no Microsoft product. But if you're serious about developing your web skills, and you don't want to pure code a lot like me, then DW is an excellent tool. Plus, most professionals use it - looks good on a resume.

If you aren't going to Dreamweaver (which I'd recommend as well), then drop Frontpage. It's outdated and is no longer around. Switch to the new Sharepoint designer or whatever it was replaced with inside of Office 2007 or Web Expressions. Both do coding much better than FP and have more CSS compatibility.
