yes and no.
after you rename the rar to iso, you would be able to view the contents with a iso viewer but as for making a cd with autorun and so on if you wish, it is not enough. you will need to create a cd out of the extracted contents from the rar file. you could use nero or sonic or most of the cd burning software out there to create a data cd, after that when you want to rip the disc, you will get an iso file.

to convert a RAR file to an ISO file, you should extract everything out of the rar into it's own folder and maintain the folder structure. Then use a program like UltraISO or WinISO and add everything from that folder to a new ISO file and save it. then you can burn it to disk. You might be able to make an ISO image with nero using files, but i've never tried.

you can't just change the file extension as RAR is an archiving format completely different from ISO. RAR has compression and ISO doesn't so just changing the extension won't make a valid ISO file.

you can get a trial version of UltraISO here
a trial of WinISO here
or a trial of MagicISO here
As for a direct conversion program, winrar is the only thing i found that allows conversion of stuff and it can only go from ISO to RAR and not the other way around. I don't know of a program that does it and google didn't find a specific program that can either, so i'm thinking that there isn't one out there that is widely publicized.
