Is this a gremlin?

Hi Guys, these little padlocks have just appeared bottom left of each folder icon in one of my main holding folders.
They appear nowhere else on my machine, yet.

Have I activated some W7 feature or have I landed on a problem?

those usually show up on a network drive/partiton/etc when you don't have permission to view the contents, have you rebooted and signed in as administrator to see if the locks disappear

TBH, as there is only ever me using the machine I have never used Administrator log in and don't know how.
Also, it is only in my "Downloads" folder and nowhere else.
