A LiveCD is a version of Linux that boots from CD and runs from CD - it does not require installation to use. It can be a good way to get a feel for the OS, but lacks functionality founded in the installed version.
Although, it doesn't appear Linux Mint has a LiveCD version, so perhaps a virtualization would be better.

I started using Cygwin tools I had available when I was running Windows programs that I liked, or, if necessary. When you try to virtual machines, and andLinux a short time, I found an easy way to use Linux programs to Windows.
