even on a scan it would still miss the infecting files?
I'm just going to reformat it. My brother will be moving all his important data to one folder for me to back up and then I'll clean it up and make sure it has all its updates and such.

I've been thinking a bit about your problem, and it can often be caused by crapware instead of only malware.
Uninstalling/upgrading certain software packages residing deep near the kernel of Windows like AV, Firewall, etc can cause internet to become unusable, as well as some other poorly written software where they have hackers instead of developers using shortcuts into the system so that they can deliver their work more quickly than when using cleaner methods.
Or it could just be I/O failure to the wrong sector on your hard drive at the wrong time.
Reinstalling is simply less headache inducing, and unless the problem occurs post-setup, you should be OK with it.

I have seen a MANY computer that coudl not access the internet due to Norton and McAfee antivirus programs.

I've even seen one that couldn't due to NOD32

Which version, the security suite. I don't like their security suite at all.

Think it was yes, but the **really** annoying thing was that I had to manually excise all registry references to eset and NOD32 to get the thing working again -- just like you have to do sometimes with bad old Norton/Symantec
