I used Paint shop pro at my old place of work and produced some good quality results which were published.
For the price I don't belive you can beat it.

I like Paint Shop Pro best, even though I only have version 7. It has many effects like hot wax coating, aged newspaper, and you can draw both vector and raster objects. The picture tube is very good too.

I suppose it depends on the type of user you are, or would like to be. Personally Photoshop CS is the only way to go. It is by far the most powerful, with the most features and capabilities. Plus there is a huge supply of plugins, tutorials, and communities that are available for free to help out.

If you want a more user friendly but still kind of intermediate /advanced editor I would try out FireWorks MX. It is a pretty good app and is not that difficult to navigate.

i've used all of them besides the coral graphics suite and i would say that each has it's own advantage and disadvantage. photoshop is by far the most powerful and best for digital image editting, but it is also very complicated. PSP has a good animation shop that comes with it and is more of a user friendly type of photoshop, but not as powerful. Fireworks is very good for web graphics and optimization of them. it can do most functions of photoshop but not as easy. it's kind of a hard poll to deside on really. if you go with photoshop i would get CS, better than 7 in my opinion, but it is going to be very expensive. Studio MX is more than just fireworks, your getting dreamweaver and flash in there too (along with a couple other things) so it's not really all photo there, it is a very good package though.

WEll i voted other because I have no cash for something like photoshop though it is a great product and i enjoyed my 30 day trail... LOL.... plus im all about open source.... So my favorite graphic editor is The G.I.M.P with all of the addons .... It maybe weird cause most of the power comes with comand line options and its not that much of a gue grogram... but It works.... LOL
