Does your CD-ROM drive refuse to auto-play? First try the usual suspects. Go to the control panel and double-click on System. Bring the Device Manager tab to the front by clicking on it. Click on the little plus sign next to CD-ROM to reveal the name of the CD-ROM drive in your PC. Highlight it and click properties. On the settings tab, make sure there's a tick in the box next to Auto Insert Notification. If this doesn't work, try the manufacturer (especially if it's under warranty), and have a look at their website. Finally, you could pop down to your local shop and pick up a CD-ROM cleaner disc (do check with the manufacturer first if it's under warranty). It may simply be that accumulated grime is affecting the performance of the drive.
