Well, one important thing to note, is that ccc.exe is (if I recall) ATI's control panel. First I would recommend checking to see if there's a newer ATI driver for Vista, if not, try the previous release (assuming this one doesn't resolve a major bug that would affect you).

All signs point to the ATI Catalyst Control Centre, make sure you have the very latest drivers from ATI for your card, then do a quick Virus scan on your machine to make sure it's not something maskerading as part of the ATI Package, there have a been a couple of viruses that have been named this.

Goto the Control Panel and uninstall it completely. Try re installing it again except when running the install program, do Run As and run it as the administrator.

Catalyst Control Centre is supposed to be an optional component, I would assume you should be able to download just the driver, at least you could the last time I had to do a driver download for a client with ATI Stuff.

you can also download the drivers and upon installing, uncheck the Catalyst software and just install the drivers of your card.
The Catalyst software just manages the functions of the card and are nor required. Therefore, CCC.exe will not start when you do this

You could also probably run msconfig and just stop ccc.exe from opening at bootup if you want a quick fix.
