can't change the display language (windows 7)

A friend of mine has bought a new laptop recently

and the problem is that he couldn't find the English language installed on it
however it supposed to be installed
what can he do??

Try Windows Update and make sure to check the Optional updates and see if English language is listed as an option to download or update

someone advised me to boot then press F10
to launch the recovery
and install with English Language
