If you have a Vista disk, boot from it and try running a "Startup Repair".

I've been having this problem lately of not being able to figure out what people are trying to say.

Which operating system is booting and which isn't?

How are you trying to install Vista; are you trying to install it from within XP as an upgrade, or are you booting from the Vista disk and trying to do a clean install?
