Is it possible to make a program simillar to Vista Boot Pro for the XP bootloader, or can this already be accomplished?

I don't think so because Vista uses BCD to edit the bootloader - can you edit the XP bootloader?

Yes, using MSConfig, and modifying the boot.ini file...

I'm not sure why you would really need it though, as all changes to boot.ini that really need to be made are done automatically. There also aren't really that many special options that you can change via boot.ini/msconfig, unless you're trying to do something like change the boot screen or something similar, and then there are programs that automatically do this for you.
