Go to Start/Run and type

secpol.msc

double click "Shut down the system"

at Security Settings/Local Policies/User Rights Assignment

Remove Users group

On Home Edition edit the registry

[HKEY_LOCAL_MACHINESOFTWAREMicrosoftWindowsCurrentVersionpoliciessystem]

shutdownwithoutlogon=dword:00000000
