If you're looking for a CMS, I haven't used it, but I've heard a lot about Drupal being very nice and also easy to work with. Not sure of the others, but pretty much anything open-source has it's advantages/disadvantages over the competition. I would look at what all is available, and then compare the major features of each and see how they fit the profile of the site you want to build. The nice thing about open source is that you can always write your own plugins or other code to get anything out of it that isn't there.

CodeIgniter is an open source PHP framework for building pretty much any type of PHP application.
